See here if you do not know how to install new graphics to TTDP. It is recommended that you have the latest version of TTDP installed to run this set. It is not recommended that you have any other train set active at the same time as the NARS, unless that set is specifically designed to work with the NARS.
GRF Parameters:
There are 3 grf parameters for this set.
0 = reserved
1 = climate availability (1=temp 2=arc 4=trop)
2 = Canadian locomotives in temperate and arctic (0=off 1=on)
eg newgrf/pb_nars.grf 0 5 1 = available in temperate and tropic only, with Canadian locomotives in temperate.
